The City of Costa Mesa
The City of Costa Mesa has passed two ordinances designed to severely restrict the access to recovery housing for disabled individuals. Unlike their neighbor Newport Beach, Costa Mesa’s laws affect shared housing in all residential neighborhoods — not just single family zones. One of the laws also compels housing providers to pay for transportation for some departing residents to the cities in which they previously resided. One of two current cases stands out as particularly compelling.
